What a DET licence lets you do
A Dubai mainland company can sell anywhere in the UAE, to businesses, consumers and government, without a distributor in between. That is the reason to choose the mainland over a free zone.
DET issues six types of licence: commercial, for trading goods and services; professional, for services built on expertise; industrial, for manufacturing; and tourism, agricultural and occupational licences.
The Instant Licence
For activities that need no approval beyond DET, the Instant Licence is issued online in about five minutes. It comes with a virtual business site for the first year only, so a real business location has to be in place when you renew.
The standard route
Every other activity follows the sequence the UAE government sets out: choose the activity and the legal form, register the trade name, get the initial approval, sign the memorandum of association (and a local service agent agreement where one applies), take premises with the lease registered in Ejari, add any approvals from other authorities, then pay the fees and collect the licence.

Ownership
Since 2021 the UAE Commercial Companies Law has let foreign investors own 100% of a mainland company for most activities. Activities the Cabinet lists as having strategic impact carry their own conditions, and we check yours before you apply.

Can a foreigner own 100% of a Dubai mainland company?
For most activities, yes, under the UAE Commercial Companies Law. Activities of strategic impact carry conditions, and we check yours first.
Do I need an office for a Dubai mainland licence?
Yes, a lease registered in Ejari, except in the first year of an Instant Licence, which comes with a virtual business site. From the renewal you need a real business location.
Should I choose the mainland or a free zone?
The mainland if you will sell across the UAE or to government. A free zone if your clients are abroad or online: IFZA, Meydan and UAQ FTZ are priced online. We compare both with you on a call.
